This is not normal at all and it seems to be just petty behaviour from your inlaws. please do not let it become a problem in the household. just sit at the boss seat at the back let them seat anywhere else. you should not let little things bother you as there are enough challenges in marriage. however, if it bothers you, let your husband know in a wise manner that way, he can speak to his siblings
